In the face of a growing childhood obesity crisis, California's legislators had repeatedly taken a back-seat role, dismissing obesity as a personal-choice issue. A new opportunity to address this crisis arose in 2005 when landmark legislation was introduced that would make California the nation's leader in mandating healthy school environments. Similar legislation had been roundly defeated in heated partisan battles, but the California Center for Public Health Advocacy (CCPHA), working with Brown·Miller Communications, created a campaign to win passage of the legislation using media advocacy to make legislators accountable for the rising obesity numbers in their own district.
